Please explain your issue is in as much detail as possible.
I am unable to build mining structures, orbital rings or habitat modules around celestial bodies in certain systems with orbital habitats. These systems were obtained from another empire at some point and the apparent cause is that habitat modules once orbited those celestial bodies but were in some way destroyed, and the orbital bodies were never marked as clear for building new habitat modules or other structures.
Apologies if this is intentional or has some other cause.

Steps to reproduce the issue.
Seemingly: claim a system with an orbital habitat, declare war and conquer that system, obtain the system in a peace deal, then there is some chance that this occurs. (though I suspect there is another explanation)

Yeah I have the same problem as do others it seems.

Looks like the "has_megastructure" flag isnt being removed from them.

I was able to continue my game using the console to remove that flag and be able to build - but obviously not an option if you're running an iron man save.
