Gia'Zuman's colosseum spawns unending waves of civilians

Please explain your issue is in as much detail as possible.
After accepting Gia'Zumon's event for building a colosseum, and waiting a few months I got the "scum and vilainy" event on the planet with it. After checking, I found that I had somehow gotten 300K civilians, and that number kept growing. Not long after (a few in game months), it had risen to well over 600K. For context, before that I had in total only about 30K pops. After checking month after month, I found that I'm getting about 70K civilians every months.

Steps to reproduce the issue.
1. Have the paragon "Gia'Zumon's"
2. Get her event about building a colosseum on a planet
3. Accept and wait a bit
4. Enjoy your new civilians

Setting the duelist job's workforce limit does stop it from increasing but doesn't delete the civilians, had to abandon and resettle the planet.
