Harmony - Kinship: Empire Size from Pops -10% doesn't seem to be applying

Please explain your issue is in as much detail as possible.
I am playing an Ironman game with a Toxic Knights origin build that relies heavily on Empire Pop reduction.

As you can see, I have many other Pop reductions -- including from Corporate Protectorate, finishing the Domination trad, Psionic Theory, and from Biomorphosis Ascension.

The Empire Pop size reduction from Harmony - Kinship does NOT appear to be applied. This may simply be a tool tip error, but I'm not sure.

Absolutely no mods running on this build as I've even ditched basic UI mods until Stellaris 4.x is stable.

Steps to reproduce the issue.
Start empire as Sovereign Guardianship; learn Traditions up until you get Harmony - Kinship. See if Empire Size from Pop -10% gets applied or not.

The Domination finisher appears to be working correctly (from 00_domination.txt):
tr_domination_finish = {

}

The Harmony kinship tradition:

pop_unemployment_demotion_time_mult = -0.75
empire_size_pops_mult = -0.10
}

The pop unemployment demotion time works fine.

It's hard to figure out if it's a tool tip error because I've also been Ascending my planets/habitats, so I can't follow the calculation one way or the other.

It seems to be a visual glitch, as the tradition effect is working on my end at least.

Can confirm, I just tested it in a fresh game and saw my Pop Size reduce from 26 to 20. something at the monthly tick.

Tool tip issue.
