Please explain your issue is in as much detail as possible.
Head of Education should be available to Officials and Scientists per its tooltip, however I cannot assign an Official to it. My mods in this case are solely a few portrait changes and a custom name list, there should not be any way for them to interfere with this.
Steps to reproduce the issue.
Have an empire with Civil Education and a Head of Education slot on the council. Attempt to assign an Official to it, either by clicking on the empty position or from an already hired Official in your empire. Observe in the tooltip for the civic and for the position itself that it claims either an Official or Scientist should be able to do it. Scientist does work but Official doesn't.
