stellaris launcher is keep show black loading screen

When i click start this game. it always show black loading screen.
- i try to re-install and update nvidia but it doesn't work.
- i try to use different beta such as 2.3.3 2.4.0 2.5.0 version but i doesn't work too.
- it keep says that "launcher-settings. json' file does not exists. when i try to run as admin in app data folder.
I only have this problem when i launch stellaris but other games such as HOI4, didnt have this problem.

Please try this:

- exit the Steam app completely
- uninstall Paradox Launcher v2 from the Windows "Apps and features" utility, if still present.

Delete the following folders if still present:
- C:/users/<UserName>/AppData/Local/Programs/Paradox Interactive/
- C:/users/<UserName>/AppData/Local/Paradox Interactive/
- C:/users/<UserName>/AppData/Roaming/Paradox Interactive/launcher-v2/

- run steam.exe as the Windows Admin user
- run Stellaris from the Steam PLAY button

I hope that works for you!

If not though, try running stellaris.exe directly. Does that at least get you into the game itself?

I try to do everything as you told me but it doesn't work. (Delete the following folders & run steam.exe)

i whant the mods stuff back via steam compleetly and changing mods directly ingame not via the annnoying broken Launcher
i have constantly the problem that when i scroll in the playlist for mods the whole launcher becomes black and sorta stops working
i need to compleetly restart launcher every time
