Please explain your issue is in as much detail as possible.
The horde awakened, and I surrendered to them and became a Satrapy. They bordered me, and sent fleets through my territory as allies, and then suddenly became hostile.
I don't have any defensive pacts or guarantees of independence to anybody, and the Horde still appears to be friendly in the Diplomacy screen, and I can still go to war to win back freedom. If I use the play command to play as the Horde (Empire 14), My empire is listed as a subject with loyalty.
