Please explain your issue is in as much detail as possible.
Scourge infests planet > Colossus turns it into a ocean world > NPC factions successfully bombard infested planets and scourge looses control there. NPC's bombard ocean planet forever and the system belongs to the scourge forever.
Steps to reproduce the issue.
probably needs console commands of some kind. Shouldn't be hard to reproduce knowing those.
