Please explain your issue is in as much detail as possible.
On my capital, I build the ministry of culture. Once the building finished, I viewed my capital and the building dissapeared while looking at the planet window. The jobs were removed as well.
Steps to reproduce the issue.
Build the Ministry of Culture on your homeworld. View the planet and see if the building disappears. It's an ironman save so I can't retry to see if I can repeat the error.
