Missing Heir is the new leader of empire with deactivated council traits (Horizon signal)

Please explain your issue is in as much detail as possible.
My empire has the Imperial type thus I have an emperor/empress + an heir. I started the horizon signal event chain and my imperial heir was the one of my leaders to be disappeared which I was excited about because I didnt like them. However before I got a new Heir my ruler died and was replaced with my missing heir. Now I have a ruler with inactive ruler traits who doesnt even show up in my leaders tab.
Steps to reproduce the issue.
Begin game with Imperial type empire. Start Horizon signal event chain. Your ruler's heir must be chosen by the worm to be disappeared. Before you get a new heir assigned your ruler must die.
