Most leaders no longer being given option to upgrade existing traits on level up?

Please explain your issue is in as much detail as possible.
In my latest game using a Gestalt Hive empire with a Bioship ship type, on Ironman for achievements, nearly all my leaders just keep being given option for new tier 1 traits and no option to upgrade existing ones. I've only been able to get one leader out of all of them a tier 2 trait.

Steps to reproduce the issue.
simply playing through the game.

I just switched to 4.0 and noticed this. I wonder if it's a bug or just a change? (which is unnecessary imo)

Ironman is no longer needed for achievements.
