My voidborne empires pops dont auto migrate

Please explain your issue is in as much detail as possible.
Thought it was a fluke due to the chance, but after playing for 40 years none of the pops migrated.
Was playing with Starnet AI beta mod, but disabling it makes no difference.
Tried to play around with policies, made no difference.
Steps to reproduce the issue.
Play the game. Watch the habitats with unemployed pops. Have free jobs in other habitats. Wait.
