Newly constructed and restored Ring World segments refuse to have anything constructed. v4.0.14 (1056)

Please explain your issue is in as much detail as possible.
Player Empire: Machine Gestalt - Rogue Servitors
Mods: None
Expansions: All except Biogenisis

Newly constructed, and restored ring world segments will not let anything constructed stay, basically refusing to let anything be constructed.
I say "newly constructed/restored", as in segments that did not start the game as proper colonizeable ring world segments, such as the fallen empire Alpha Complex and its accompanying processing segments, but not the broken segment of that ring.

The behavior of the affected ring world segments, after some observation, behave as if they are in a constant conversion loop, erasing any new buildings, districts, and specializations, much like how a planet converts from a non-gestalt "build set", to a gestalt build set, and vice versa, after the colony changes ownership between the two. And then the constant build wipes each time the planetary window flickers and erases the new builds (but not the build queue) reminds me of the phased shroud/gaia world, and how it basically deletes an attempted colony each time it phases into the shroud world.

This behavior is shared by any ring segment that has to be restored, such as the mentioned broken ring segment, the Beta and Gamma Refuges from the fallen empire, the Cybrex ring world, and even the Shattered Ring Origin's segments being restored from shattered segments ( Shattered Ring Origin attempted in prior playthroughs closer to initial v4.0 release).
Any ring world constructed from scratch by the player (no npc empire has constructed a ring world in my games yet) also exhibit this behavior.
The only ring world segments that have not had this bug, are the Fallen Empire's "Alpha Complex", "Processing Unit", and "Production Unit", after conquering this fallen empire, these three produce and construct normally.

I have not attempted to replicate this bug as a non-gestalt empire yet, so I am unsure if it is replicated as individualistic empires. Like I said, the behavior of the planet window when it scrubs the buildings and districts, reminds me of the flicker that occurrs when the planetary "build set" cpnverts to accomodate the new type of empire after the colony changes owner.

Steps to reproduce the issue.
Construct a new ring world, restore a broken segment (not the shattered ring origin), or restore a shattered segment to a full ring world segment (shattered ring origin). The segments you conquer from the Ancient Caretakers should not exhibit this bug, unless it's the assumed change-over getting looped when converting between Gestalt and Individualistic empires (conquering these segments as an individualistic empire).

Provided save file is the most recent game with the issue at hand.
State: Ancient Caretakers conquered, with both the Beta and Gamma refuges fully restored, Alpha Complex's broken segment restored, and a brand new ring world constructed close to player's Empire Capital.

To all still having this issue:

I have found a workaround until they put out a fix.

It is indeed the ring world trying to convert itself to/from individualistic and gestalt district sets.

The fix:

1) stop all construction queue on the ringworld that is having the issue.

2) build a single city-type district from the three sub-districts available that match your empire type (nexus for machine gestalt, hive for organic gestalt, or city for individualistic).

3) After it finishes building that district, wait for the month to tick over and for the districts to rearrange themselves as the conversion process takes over and over writes the incorrect main district with the correct subdistrict type.


Basically, the affected ring world segments need an appropriate city district for your empire type so it can convert properly.

Would like to second this bug.

Playing as Gestalt Consciousness Machines, with Genesis Architects/Rogue Servitor/Rapid Replicator civics. I assumed it was to do with the genesis preserve planetary feature being created on the ringworld being an issue but I have no idea. It happens to me on the Cybrex Ringworld which I've just restored. Your description perfectly matches what happened in my game.
 
I had a similar issue but got past it. I think that building and specializing the secondary segments caused the wipe. Building the first secondary segments and specializing them, then specializing the core segments, and finally adding buildings seemed to do the trick.
 
Had the same exact bug, and don't want to take the time to fill out the Bug Report. Gestalt Consciousness Hive Mind, Remnant, a fully repaired ring world, and all it wants to do is construct/deconstruct clone vats and spawning pools. Even with automation off, it won't let you do anything.

If you two are still having the issue, I've replied the fix I found above, and edited my original post with it as well. Basically it needs an appropriate nexus/hive/city district (according to your empire) to fully convert and end the loop.
