[Phoenix v4.0.21] & [bb43] - Certain traits not being added to scientists from anomaly events

Please explain your issue is in as much detail as possible.
In anomaly events my scientists are not receiving some of the traits that it gives them. So far, it has only been Basic Traits, with only Carefree and Meticulous that I've seen. I've had other events that give Expertise, and some unique events like the immortality orb that correctly applies the trait.

No mods are used and I have all DLCs.

Steps to reproduce the issue.
Have the outcome of an anomaly event provide a Basic Trait, but the trait is not properly applied to the scientist

Carefree and meticulous are opposed traits; if a scientist has one they can't get the other. There are also some events that give the negative trait paranoid; it's opposed to spark of genius and hyper focus, so if the scientist has either of those they'll be protected against getting it.
