Phoenix v4.0.22-wilderness (9be2) - Cancelling an Unfinished Holding Leaves “Ghost” Planet Entries in Outliner

Please explain your issue is in as much detail as possible.
In the Outliner → Overview → Holdings section, planets whose Holding construction is cancelled remain listed even though they now have 0/0 holdings. These “ghost” entries clutter the Holdings list and persist indefinitely (until a real Holding is finished on that planet). Reloading the game doesn't remove the issue. By contrast, demolishing an existing final Holding correctly removes the planet from the list.
Screenshot shows three vassal planets (Terk-Ba-Pont, Iram-Je-Otak, Itil-Sa-Domb) each displaying 0 Holdings yet still present in the Holdings subsection.
Steps to reproduce the issue.
1. Have at least one vassal or subject.
2. Open the vassal’s planet interface and queue any Holding for construction (e.g., Ministry of Science).
3. Before the Holding finishes, cancel the build order from the planetary building queue.
4. Open the Outliner → Overview → Holdings tab.
5. Observe that the planet remains listed with 0 Holdings.
6. (Optional) Demolish an existing Holding on another vassal planet; note that this second planet correctly disappears from the list once Holdings reach zero, highlighting the inconsistency.
