Planet designations Industrial/Forge World may not adjust job counts properly

Please explain your issue is in as much detail as possible.
Switching planet designation to or from Industrial/Forge World does not by itself adjust the artisan and metallurgist job counts. The adjustment will eventually take place, or can be triggered by doing something that requires a reevaluation of job assignments on that planet, such as decreasing or increasing job numbers and setting, changing or erasing a job focus.
I have _not_ checked if the job counts are adjusted automatically at the end of the month (or beginning of next)

Steps to reproduce the issue.
1. Load the attached save file: "2240.11.16.sav" [Important: I attached the wrong save initially! Just replaced it)
2. open the planet screen for "cm Kamia Prime"; the designation is currently set to "Industrial", and that results in 6 artisan and 0 metalworker jobs.
3. Change the designation to "Mining" -> the number of artisan/metalworker jobs does not change
4. Set job focus to Miners (or erase if already set) -> the number of artisan/metalworker jobs is adjusted
5. Change planet designation to "Industrial" again and go to Population tab
-> The number of artisans and metalworkers is still set to 4/2 (see attached screen shot)

P.S: checked for potential automatic adjustments when the game goes on (see post below) and replaced save file (the "steps to reproduce" section did not reference the originally attached save game)
