Please explain your issue is in as much detail as possible.
Apologies if this is already documented. Simple, but game-breaking, bug. From quick testing, this has nothing to do with empire type or how late into the game you are.
I am on the most recent beta version playing with two friends with the new unity overhaul, and we, on complete accident, discovered this bug while messing around. The funny thing is, the upgrades to ascension tier's this way spend the OWNER's unity, meaning that other players can essentially drain unity from anyone they can see. That's the part that makes this bug truly game breaking.

Steps to reproduce the issue.
This bug is extremely easy to reproduce, for obvious reasons. Simply, well, be playing the game, and click on any non owned planet you can see (again, INCLUDING other players planets) and then, assuming the OWNER has enough unity, you can increase the ascention level of the planet. Unfortunately, I have no idea how I would take a screenshot of this, as it is just a simple before and after button press, and me including that wouldn't really prove anything (I think). But the bug is so simple that I don't think it matters.
