Pre-FTLs launch their starting armies into space at the start of the game?

Please explain your issue is in as much detail as possible.
Whenever a pre ftl generates it seems to launch all its armies into orbit (even though its a pre ftl and shouldnt be able to do that), this makes them incredibly easy to invade, and i believe it has something to do with the fact that the "deploy in orbit" checkbox is enabled by default even for pre ftls? i think this should be fixed because it changes the balance of the game in a less than intended manor

Steps to reproduce the issue.
Step 1: start a game (duh)
Step 2: find a pre-FTL
Step 3: Do they have ships in orbit of their world?
Step 4-A: if yes, you have found the bug
Step 4-B: if no, the bug did not happen
