Please explain your issue is in as much detail as possible.
The Civic "Distinguished Admiralty" should give all Commanders a +2 on their starting Level.
But when you selected "Imperial" as your Government, your Heir starts as a Level 3 Commander, but won't have any traits, nor one to chose.

Steps to reproduce the issue.
