Please explain your issue is in as much detail as possible.
The unyielding tradition trees perk fortress doctorine does not apply the upgrade cost reduction like it says it should.

Steps to reproduce the issue.
open a new game and select the unyielding tradition and fortress doctrine (Iron man or console commands). You wont see the costs change.
