Raid stance bombardement not working

Please explain your issue is in as much detail as possible.
My barbaric despoiler empire is at war. I use my ships in raid stance and not getting any pop from it.
The planet has planty of pops (25+) I've been ower it till it hit 100% devastation. And still no pop is captured.
It worked in wars before, but since then i put default pop rights to purge (necrpohage conversion)
Steps to reproduce the issue.
Make a barbaric despoiler empire, with:
authoritarian ++, militaristic, necrophage, default civic rights are purge/necrophage (possible from crisis perk, probably easyer would be from xenophobe)
Can also be seen in attached save game, on the sieges of Kurec and/or Cormath.
Screenshot.png presents the two possible conjonctures causing the issue. (assambled from two screens as they can not be opened in the same time)
EDIT / UPDATE :
I made some more test, indead if i give those spiecies (present on planets i am raiding) full rights, i can kidnap them. So some workaround could be to make everyone full right again, and maybe create a template i convert to wich i genedit them after each war. Seems convuluted, micro heavy and less efficient (some research needed each time i want to convert).
Or i put a side the save until it is corrected ...
