Please explain your issue is in as much detail as possible.
Currently, the tooltip to upgrade the Reassembled Ship Shelter into the Planetary Administration shows that you need 0 sapient pops on the planet to do the upgrade. This is obviously wrong, and the correct number seems to be 1000.
Steps to reproduce the issue.
Colonize a planet. Open the planet interface and mouse over the upgrade button for the Reassembled Ship Shelter building.
