"Reinforce Fleet" function seems to ignore the mega shipyard

Please explain your issue is in as much detail as possible.
Using the fleet reinforcement feature seems to ignore the mega shipyard in all but some very forced cases. I experience this often, but set up a save file to reproduce the issue specifically for this report. Here's what happens:

I create a few ships as a "seed" for a new fleet. In this case, three Titans. I then go to the fleet manager and build out the rest of the ships to be the escorts. 17 Battleships here.

The existing titans are sitting in a system (Sidyr) that has the mega shipyard, a regular shipyard, and a gateway. This gateway connects to all my shipyards and a few other systems.

Now click the "reinforce fleet" button. It should queue up 17 battleships to join the titans, and it does. However, the distribution of where it chooses to build these is very odd:

4 in the Sidyr shipyards. This is the system where the fleet is parked, so that makes some sense. It could go as high as 6, but did not.

0 in the Mega Shipyard, which is also in the Sidyr system.

13 in my capital system shipyards. This is connected by a gateway, so the first 6 make sense. But it's now queued at least three ships deep (max 6 at a time) and there's so much wasted shipyard space elsewhere.

0 In any of my other shipyards, also connected by gateways.


In effect, the fleet manager queued up ships 3 deep despite sitting in the system with a mega shipyard that could have done it all in one build.

I do have mods in this campaign, but the issue persists even without them. I only have two loaded, a small mod that retextures building and tech icons, and a mod that destroys all buildings for a planet in one click.

However, I've also played a recent campaign without any mods at all, same issue. This save should load without mods just fine, and still create the effect.

Open save.
Find fleet "Strike Force Hydra" in the Sidyr system. Hit reinforce. Observe.

I am bringing this up again because I did additional testing. I used the fleet manager to create a fleet with 1 ship, positioned that ship right next to the mega shipyard, went back into the fleet manager and added all the ships I wanted, clicked reinforce, and the mega shipyard is not building a single ship. Interestingly, the precursor mega ship yard I repaired in the Fen Habbanis system is building ships, and all my other shipyards are building, and unfortunately some of them have ships waiting to build because the Mega shipyard is not building anything.
