Robot Manufacturing Nexus buildings keep deleting themselves after being constructed

Please explain your issue is in as much detail as possible.
I bought the Season 8 pass to enjoy the new machine intelligence civic, Obsessional Directive. I started with the Arc Welders origin, and Astro Mining Bays civic as well. I progressed through the game, meeting my consumer goods quotas and picked the Nanotech ascension path for synthetics. I also picked the new Crisis path, and took it to level 4 and researched the fallen empire buildings. I have quite a large empire with 40+ colonies and was trying to fill a ring world with the fallen empire buildings "Robot Manufacturing Nexus". It will let me queue them up, but they disappear the minute I I have a plus 7 surplus of living metal income every month and a stockpile of over 5k in storage. Every time I try to build one of these on any planet in my empire, they finish constructing, but don't increase the maximum number of replicator jobs like they're supposed to. The replicator jobs go up by 2 for one day, so a planet will have 7 out of 5 available replicator jobs working, then the next day the building disappears, and the jobs get demoted back to menial drones.
Steps to reproduce the issue.
I don't use mods. I've tried building this building on 4 or 5 different planets. The other fallen empire buildings I can build stay. I tried reloading the save and the issue persisted. I tried rebooting Steam and my computer and the issue persisted. I tried verifying the files on steam and the issue persisted.
