Please explain your issue is in as much detail as possible.
Ship build cost reduction from various sources such as Supremacy tree and governor doesn't work. Ship cost stays the same.

Steps to reproduce the issue.
Note the cost of a ship. Take master shipwrights from supremacy tree or appoint a governor with retired fleet officer trait, fast forward a few months. Cost stays the same.

I just found this after I grabbed Master Shipwrights from Supremacy and was unimpressed to see it had done nothing (unmodded ironman run). I closed the game and reloaded though and the cost reduction started showing up after that.

Pretty much sounds like the starbase bug I experienced in which a random number of starbases benefit from a random number of bonuses instead of every starbase benefitting from every relevant bonus. Some had faster upgrade speed, another group had cheaper upgrade cost, another group built ships faster or cheaper, and these groups sometimes overlapped, and sometime there were a few starbase with no benefits at all. Will make a bug report tonight about it.
 
Same problem here, a reload of save worked to fix my issiue.

Example, have a Retired Fleet officer as govenor. if you set him in your sector, he will not reduce cost in sectors shipyards but after a reaload of save it will work.

We are aware of the issue, it has already been added to our bug database.
 
Current work around is to save and load as mentioned above or to make some change to the affected Starbases ex building a building or module.
