Some prescripted countries have negative housing at the start of the game. In some cases, this is also seen in custom countries.

Some prescripted countries have negative housing at the start of the game. In some cases, this is also seen in custom countries.
For example, this problem is observed in Chinorr Combine or Blorg Commonality prescripted countries. It is also often found in custom countries that use Prosperous unification as their origin or use the Solitary genetic trait. If you use both Prosperous unification and Solitary, the problem is always observed in all non-gestalt countries. This issue is shown in the attached screenshots from housingbug1.png to housingbug5.png.
Gestalt states, however, do not have such problems. Their urban areas somehow provide more housing than those of ordinary empires (is shown in the attached screenshots from housingbug6.png to housingbug7.png.).
I also noticed that all basic resource districts provide 1.5 times more housing for the gestalts (is shown in the attached screenshots from housingbug8.png to housingbug9.png.).
Steps to reproduce the issue.
Start the game as Chinorr Combine or Blorg Commonality and scroll time around one game month.

For example, this problem is observed in Chinorr Combine or Blorg Commonality prescripted countries.
