Species portrait animation freezes if selecting Espionage tab and then closing diplomacy window

Please explain your issue is in as much detail as possible.
If you open the Espionage tab of any empire, then close the window, and then open that same empire's diplomacy window again, after a short while their portrait's animation will stop. After that, the animation won't play even if you close the diplomacy window and then open it again, and the only way to fix this is to open some other empire's diplomacy window first. This is true for any empire, as far as I've tested.
