Please explain your issue is in as much detail as possible.
After a vassal colonises a holy world, the spiritualist fallen empire will keep warning the overlord of the vassal that they need to remove the colony on the holy world, even though they are completely unable to. Accepting this will humiliate the overlord regardless of this, and the colony will remain, causing the fallen empire to warn again around 1 year later.
From what I've seen from refusing the fallen empires demands, the FE does get the punishment casus belli and opinion malus, however will then demand the vassal to uncolonise all holy worlds. While that works fine, the overlord shouldn't be the one to take punishment from their vassal colonising a holy world until they actively refuse their demands.
Steps to reproduce the issue.
Vassalise another empire with a holy world in their borders, and wait for that empire to colonise a holy world. The fallen empire should begin warning the overlord, and if demands are accepted, the fallen empire should demand again after around a year.
