Please explain your issue is in as much detail as possible.
I had a full council of militarist leaders, and three factions. One xenophobe militarist, one authoritarian militarist, and one materialist. I had credit from the authoritarian militarist for having the empire ethic represented by the ruler, but I did not have credit from the xenophobe materialist faction for having the ruler represent their ethics, even though the ruler should satisfy both factions.
This resolved itself after a few months, possibly when I finished the first 'Expand Council' project and added a new councilor. Not sure why it happened in the first place though.
