Subsidy of resources I don't/can't produce [Cepheus v3.4.2 (7836)]

Please explain your issue is in as much detail as possible.
During one of my archeological expeditions, I found a stockpile of 50 motes. Later I vassalized a robotic empire and put on a 15% subsidy for strategic resources. The game then required me to pay the vassal 1 mote monthly, despite the fact I had no way to produce them. For comparison, I was producing 2.6 crystals at the time and only paying about .7 in subsidies.
Steps to reproduce the issue.
1. Gain one of the strategic resources through an event.
2. Gain a vassal and offer them a special resource subsidy.
