I have played my first run on Stellaris not a while ago and it was fine. The UI was big enough and it worked with some problems of some texts like titles being half out of the screen sometimes. However, it was still playable. However, once I tinkered with UI settings to fix this problem I ran into the problem that the UI is too small or UI is too big and some special settings that were there when I first downloaded the game wasn't there anymore.

I need to UI to be big at UI scaling of 1.4 even though I use 1920x1080 resolution. This is because I have a 14 inch laptop as my screen. I need the fonts to be at least the size of 11 font on Word to read without squinting. However, in my first play through the UI was the perfect size to fit exactly on my screen while being large enough to see with ease. I can no longer find this UI scaling even though I am tinkering in settings at 1.1-1.5x scaling. 1.1-1.2 is too small to read, 1.3-1.4 have windows that open over my screen so I can't even choose or play. I am gonna try doing UI scaling of 1.25 or something on the settings but I think there must be a different way to fix this.
 
I'm not sure why you are seeing something different now that you were before - I'm not aware anything in that area has changed with this game.

Have you perhaps got a new video card, or updated the driver? If your machine has an Nvidia GPU, check in GeForce Experience or the Nvidia app are running, if so exit them as they can get in the way of the game's own settings.
