All of 'em. The button does not work.

Do you have mods enabled?

Please explain your issue is in as much detail as possible.
I am playing a megacorp with the Overtuned origin and the Genesis Technologies civic.
All of the created species I have uplifted have had no trait options. I can remove their existing traits, but cannot add new ones. This is despite being able to do so with overtuned traits on my main species and other normal species I "acquired" from other empires.

Steps to reproduce the issue.
Play empire with Overtuned & Genesis Technologies > Uplift presapient species from Genesis Ark > try to modify said species with overtuned traits > no traits will be present

Getting this too. Just bought the Ultimate Bundle and loaded an ironman game I was in the middle of.

Just tried a new save in the open Beta and still seeing this issue. I was hoping "Uplifted species will now always have their required traits" was in reference to this but it must have been a different bug.

I initally thought this was because of some Overtuned interaction, but it seems like this happens even if it is your only civic. Here it's again with a test empire:
