Description
Using the civics that replaces Artisans with Artificers is not working properly on Ecumenopolis

Please explain your issue is in as much detail as possible.
The Mastercraft Inc civic as a Megacorp- have not tested with other empire types- works as intended on regular worlds, habitats and ringworlds, however Ecumenopolis have mostly artisans with some artificers- despite the civic which should completely replace artisans

Steps to reproduce the issue.
Using the mastercrafters or mastercrafter inc civic and having an ecumenopolis
