Please explain your issue is in as much detail as possible.
The mod enabled was tiny outliner V2. After declaring war on a rival empire to Impose Ideology instead of an Oligarchy with merchant guilds being created a mega-corp with my Ethics was created instead.

Steps to reproduce the issue.
Find another empire as a mega-corp, declare war with the impose ideology war goal, and win the war.

I had this happen as well. As a megachurch.
The patch notes specifically said this would no longer happen.
