Hello, thank you for the report.
You should not be able to and armies on a planet that is in the process of being colonized. We are not able to reproduce this issue. Can you provide us with the savefile for the game where this is occurring?

We have concluded that this is most likely the same bug that allows armies to begin invasion of planets that are being colonized, if they are set to aggressive.
