Please explain your issue is in as much detail as possible.
If you pause and start exhibiting art monuments you will be able to place them on every planet regardless of the amount you purchased

Steps to reproduce the issue.
1. Find artisian troupe 2. Buy all art monuments 3. Pause and use the "exhibit art monument" decision on more than 6 planets
