[v3.9.1] [629c] Cultural Cost of founding *queued* new outposts is 150, not 75

Using a construction ship to queue the construction of two starbase (outposts) will leave the second starbase costing a base of 150 influence (instead of 75) if the second starbases was not already adjacent to your empire. The third, fourth, and fifth (etc.) starbases all cost 150 as well (that is, they don't continue to increase).
Cancelling the construction of the starbase before the construction ship arrives refunds all 150 influence, and the starbase can be constructed at the correct cost of 75 influence.
If the starbase is constructed, the influence is not refunded.
I believe this bug is likely because the construction ship builds the starbase immediately, before the code has an opportunity to re-calculate the influence cost of the starbase.
Steps to reproduce the issue.
Start a new game. Completely explore two stars, and have the second star not adjacent to your capital. After the second star is explored, and you have 225 influence, queue the construction of two starbases.
Expected behavior: The two starbases are constructed, and you have 75 influence left over (plus any influence you gained during construction)
Actual behavior: The two starbases are constructed, and you do not have any influence left over (except for any influence you gained during the construction)
