Oppressive Autocracy + Void Dwellers Habitat Stability/Pop Approval Issue

Please explain your issue is in as much detail as possible.
After unpausing the game as Oppressive Autocracy Empire with Void Dwellers Origin the stability of the capital habitat drops drastically due to apparent 0% pop approval rating giving -50 stability. The issue doesn't happen on normal planet start or Shattered Ring Origin and seems to be Void Dwellers exclusive.
Steps to reproduce the issue.
1. Take Void Dwellers Origin and Oppressive Autocracy civic.
2. Unpause the game and let one day pass.
