Vassal Tradition Trees Broken [3.4.3] (9d15)

(This bug was encountered in a save from a Multiplayer game, but likely also holds true in any Single Player game.)
Curious to see what the starting conditions were for a newly-released sector, I released a sector as a vassal in a game that was originally started as a Multiplayer game (then later played solo), loaded the save as a server, and swapped to the newly-released vassal.
There are several issues with the newly-released vassal (see my other bug reports...) but the most important, and noticeable, is that the Tradition Trees are quite clearly bugged.
Specifically, there were two issues with the Tradition Tree:
- Issue #1. The vassal inherits all Tradition Tree progress, but has none of the purchased Ascension Perks (only Mastery of Nature in this case) AND no empty slot to purchase perks despite a fully-completed Tradition (Expansion).
- Issue #2. The vassal is able to purchase new traditions, but ONLY by opening new trees entirely (such as Discovery, which was not yet opened for the parent empire).
+ Existing partially-complete tradition trees cannot be built upon, effectively locking the vassal out of a number of perks and traditions entirely (for instance, it is no longer possible to complete the Domination or Adaptability traditions, which were both partially-complete, limiting the max # of future Ascension perks possible to only 4, due also to issue #1...)
The vassal SHOULD (if this were not bugged) either inherit no tradition tree progress, or be able to build upon existing progress without being locked out of partly-complete trees.
The vassal SHOULD either inherit no Ascension Perks but receive empty slots, or inherit the already-selected perks (or empty slots, if perks slots were unlocked but not picked yet).
The current implementation of Tradition inheritance for sectors released as vassals is unacceptably broken in the current version of Stellaris.
Steps to reproduce the issue.
(1) Start an empire (preferably in Multiplayer)
(2) Acquire planets far enough from the homeworld that they are in another Sector
(3) Release the sector as a vassal
(4) Save the game
(5) Swap over to the vassal by any method- such as by hosting a multiplayer game using the save and selecting the new vassal
(6) Play as the vassal as long as you like. The tradition trees and Ascension Perks are bugged, and will never fix themselves.
(Swap method is exactly what would happen if a player released a sector as a vassal so their friend could join an existing game as their vassal).
Issue encountered in Multiplayer save played solo, but likely also occurs in originally Single Player saves (but I do not know how to swap empires in a single player game, in order to confirm this).

Save *just before* release of sector as vassal (specifically, the Dwumgar Sector as Empire of Mirovandia). To reproduce from save, release this sector as a vassal, save the game, and then host a multiplayer game using the save, select to play as the vassal.
