Vasselized Primitives cannot upgrade capital building Phoenix [V4.0.14 (1056)]

Please explain your issue is in as much detail as possible.
After subjugating a primitive species they are unable to upgrade their capital building. Once the bar fills (the once indicating upgrade construction progress) it resets back to being a "Reassembled Ship Shelter"
Steps to reproduce the issue.
Invade and annex a primitive species, create a sector and release them as a vassal. Gift them resources and wait until the AI tries to upgrade its capital building. It is unable too
