Please explain your issue is in as much detail as possible.
When trying to build the ministry of culture on my capital planet, I clicked it and instead of building, it immediately disappeared. The Art Enclave had a button to get a ministry of culture which I clicked but it did not show up as being available to build and the art enclave "ministry of culture" menu option disappeared after that.

I've attached a game save from after the damage above had been done, I don't have a save from before. No screenshots attached because I can't show a missing building with it.

Steps to reproduce the issue.
1. Acquire Ministry of Culture.
2. Try to build Ministry of Culture on your capital.
