Please explain your issue is in as much detail as possible.
Started playing a new machine determined exterminator along with unitary cohesion and zero-waste protocols, Iron Man mode, wanted to get the achievement for having a fully virtual population after new xpac dropped, but after I took and finally completed the situation to go virtualization after it completed all of my pops a -425% debuff on everything, I produce - energy credits, - unity, - trade, - alloy, and - of all strategic resources, but somehow + minerals, basically all of my pops produce - of whatever resource they were producing except minerals, I let this continue to run and tried restarting the game a few times but the -425% buff for virtualization persisted, ontop of that it has broken the market screen, I am now unable to sell minerals or any other resource except dark matter, zro, living metal, food, alloy and energy, I had a stockpile of strategic resources and minerals and both have vanished from the page

Steps to reproduce the issue.
I am not completely sure how to recreate this as I just went down the virtualization route like I have in the past and this was the result

based on the last screenshot, you still have all your pre-assention colonies. the clustered capacity tradition gives +175% output (might have changed to workforce, I haven't looked at 4.x robots) but -25% per planet. (this might have been dropped from the tooltip, if so that's a different bug). once you finish the tree, you get the server shutdown decision(destroys the colony) which you should use on all but a few big planets. if you've done that, then yes, that's a bug.

Yeah, the -425% is intended, and is because you have 24 planets (175% - (25% * 24)).

Why you are seeing different effects than you perhaps did in the past, is that the malus (bonus minus penalties) used to cap out at -90%, so you were always producing something. This seems to no longer be the case.

interesting - I've only gone virtual with shattered ring, which smooths the transition out of normal play. is dropping the minimum penalty intended, or a bug?
 
I think the removal of the -90 malus was removed a while ago.
