Please explain your issue is in as much detail as possible.
The Genomic building unique to the Civics Natural Design (For Regular Empires) and Innate Design (For Hivemind Empires) is not present among starting buildings if the Void Dweller or Shattered Ring Origin has been chosen. The Genomic buildings are notably listed a starting building (On the wiki) and are present for Empires that start on regular planets.

Steps to reproduce the issue.
Play an empire with either Natural Design or Innate Design as a civic and with Shattered Ring or Void Dweller as the origin. No Genomic Building will be present on the Empire's capitol at the start of the game.
