Wilderness empire.
Ran into Shattered Fragment Fallen Empire.
Control Fragment of the Fallen Empire 'requested' 100 pops from my capital.
Answered affirmatively.
Capital promptly depopulated and 'abandoned'.

Steps to reproduce the issue.
Open save game.
Answer affirmatively.
