Wilderness T2 and maybe T3 Science building using default empires modifiers

Please explain your issue is in as much detail as possible.
Upgraded science buildings have default empire modifiers, that buffs science every 100 pop working on it, but on wilderness you dont have this much pops, even tooltip is using default empire science workers, not he wilderness versions

Steps to reproduce the issue.
Upgrade science building and look at tooltip

its actually per 100 workforce, not population, so the modifier still works. i was thinking the same with the civic that gives tech for base resource output but it worked on them
