STILL can't unstack explorers

It's me again. I've tried all the techniques offered to me, but I still can't unstack my explorers. I do have full data now though:

I'm running 1.08, U.S. version.

I have a stack of 14 ships, including 10 warships and 4 transports. In this stack are three explorers.

The "split" button is greyed out, even with a stack of 14 ships.

Using the "reorganize" button, I manually split the fleet into 14 individual fleets of 1 ship each to try to get the leaders unstacked. The result: 13 one-ship fleets with colonels as leaders, and 1 one-ship fleet with three leaders on the same ship. I simply cannot unstack them.

Anyone? As a last resort, can someone tell me how to recreate these leaders in separate locations by editing the save file so I don't have to just lose out on their services?

Hmm, so I am somewhat idiotic again. I reloaded, restacked all my fleet together again (all 14 ships) and this time I could use the "split" button and got two of my leaders separated.

I can't get the third one out without a bigger fleet, but at least I did figure out that the "split" key is the only way to unstack the explorers. "Reorg" doesn't seem to work.

Of course, all is moot as I don't plan on ever stacking two leaders together ever again.
