Still no Courtiers and Council!

Description​

In various starting scenarios—most often when playing with a custom ruler—the game begins without a council or courtiers. This issue is becoming increasingly frustrating, especially since it has been reported multiple times and has been present since day one of the latest patch.

I don’t know anything about game development and I’m not sure how difficult it would be to fix this, but I would really like to be able to enjoy this otherwise great game again.
