Still Problems with ACW with 1.03c

- "Slavery Hotly Debated In xxx" events will no longer appear after the Civil War.
- "Bleeding Kansas" will not happen after the ACW.
- "Lincoln Assassinated" can happen even if he was not elected, and "Reconstruction" fires assuming the ACW event was fired and the USA and CSA are not currently at war.

Hmmm, maybe something's wrong on my end, but I just played 1.03c, having downloaded it onto an existing mod-free 1.03. I played as the US, had the ACW, the CSA surrendered by event and was annexed, but there was never any Recontruction event. Still slaves, still Dixie culture.

What happened? Does Reconstruction not occur if you conquer CSA too early? Do you have to make peace before they are auto-annexed by event, so that they "exist" but are not at war with US?

Problem solved: USA was at war with some other nation before event could fire. Thus countryCSA = peace : countryUSA =peace was not satisfied so event didn't fire.

I misunderstood the event trigger and thought it fired if CSA and USA were at peace with each other, not that they had to be at peace with all other nations.
