that is in fact true. Confused me when i set it all the way to the bottom to strafe only to have it rotate in game. but if you read the tooltip while hovering on the option i think it explains it correctly for what you want it to do. Can't remember
 
It's not the wrong way around, it simply works differently from what you have seen so far. There's not just two options - rotate or strafe.

The slider and the bar represents the side of your screen during a battle. The area below the button on the bar will strafe the camera and the area above the button will rotate it. If you move the button on the slider all the way up to rotate, there will be no space above the button (between the button and the rotate end) meaning it will not rotate at all. This is how you can determine how high you have to move the pointer when you push it to the side of the screen to rotate it instead of strafing. We thought you'd be happy about it if you can set it for yourselves :)

Sorry for the confusion, I see why you thought it was the other way around but if you read the pop-up description it should clear things up.
