I'm Playing Germany in the GC. In the aftermath of "Three Hurrah for the German Empire", when everybody hates my guts, Russia declared war on me, and soon recruited Switzerland to their cause.

Having mobilized, I sent a few Corps down to the swiss border and beat back some Swiss cavalry, after which I occupied Basel and Zürich without a fight. Since I have no desire to accumulate even more BB, I offer a separate white peace, and get turned down.

Since the Swiss mobilisation was in full swing, I thought it made some sense.

But then, without any more action having happened, Switzerland offered me peace with not only Basel and Zürich but also Neuchatel and Chur.

Why would they turn down a white peace and then give away half their country a few days later when their situation actually has IMPROVED considerably?

EDIT: And they won't give a friggin thing in negotiations to have them back either! Not a single tech, and only 800 money.

Will giving them back for free put me in their good graces and/or lower my BB?

The problem is, that the BB value of GER goes up by inheriting all those small German states and the relations with other great powers get worse. I have seen 45 as BB value. I consider this a bug and the BB value of GER should be reduced via event to avoid BB wars.
 
Well, that might be so, but that doesn't explain why the Swiss turn down a white peace only to give away four provinces a few days later.

BTW. if I had demanded land, I could NEVER have gotten four provinces from them - perhaps not even one. I can see that in some cases it makes sense for the AI to make a bad deal and give away far more than the war score warrants just to make peace - Russia did this later in the war, giving me most of western Poland (I could have gotten 2-3 provinces - perhaps - if I had offered peace) but they were being attacked by China (in this game, that is big deal) so that makes sense.
 
I had similar case.
USA (that's me) had colonial war vs. Mexico.
I had occupied 4 or 5 of their colonial provinces.

I offered white peace to them, refused. About 7 days later they offered peace; giving 6 colonial provinces and 2 non colonial !!
I think Houston is non colonial, as I couldn't attack / move my units to Houston.

How can I get non colonial provinces in colonial war?

Edit: and + Britain had guaranteed our independence and joined the war.
As it apperently was colonial war this seems odd.

strangest preace treaty i ever got:

i was playing as belgium, and declared a colonial war against the ottomans to get a few claims in central africa. didn't realise that most of his african holdings were states (meaning i couldn't enter them). anyway, i occupied a few provinces, and he occupied a few of my provinces (i probably had +5 or 10 in warscore). "this isn't working out the way i thought it would ", i thought, when all of a sudden he offered ALL his african lands to me in a peace treaty. including the land that i couldn't enter because they were states.
he only kept a single province on the mediterranean coast west of egypt.

"oh yes, thank you" i said.

to further the weirdness, he then promtly declared colonial war against me every time a peace treaty expired. of course, since our only common border was between the non-colonies in north africa, so nothing happened except me sinking a few of his ships and then he offered a white peace. rinse and repeat every 5 years or so.

strange indeed.
