In my prussian game i ended up with farmers and labourers working my factories. I changed this when i noticed that i was getting no production form them. I don't think its due to worker devlolving as my middle taxes were at 45% and my poor was at 80% (no tarrifs) and i kepp having a very high number of clerks and craftsmen unemployed (cause they weren't working in the factories)
